Administered by the Child Care Council of CNY, this agency helps parents find licensed childcare providers, offers parenting classes, and guides low-income families through the New York State Child Care Assistance Program (CCAP) subsidy application.

Onondaga County Day Care Subsidy Unit: Call 315-435-5683 or visit the Civic Center (421 Montgomery Street). This department directly processes financial financial assistance applications to help working parents cover childcare costs.

Early Intervention & Special Needs

Onondaga County Early Intervention Program: Call 315-435-3240. This county program provides free developmental evaluations and therapies (physical, speech, or occupational) for infants and toddlers under age 3 who show signs of developmental delays.

Preschool Special Education (CPSE): Call 315-435-3230. For children ages 3 to 5, this office coordinates specialized classroom settings, evaluations, and individual services through local school districts.

McMahon Ryan Child Advocacy Center: Located at 601 E. Genesee Street; call 315-701-2985. They provide a safe, child-friendly environment for victims of child abuse, offering medical examinations, forensic interviews, and trauma-informed therapy through the McMahon Ryan Website.

ACCESS Team (Children's Mental Health): Call 315-463-1100. Run by Informed Choice / Integrated Community Alternatives Network (ICAN), this acts as the single point of access for children's community-based mental health services and intensive case management in Onondaga County.

Free Educational & Literacy Programs

Onondaga County Public Libraries: The OCPL Central Library located at 447 S. Salina Street (and its neighborhood branches) offers free after-school homework help, early literacy storytimes, digital book rentals, and free internet access for children.

Dolly Parton’s Imagination Library: Administered locally by the Literacy Coalition of Onondaga County, this program mails one free, high-quality book every month to registered children from birth until their 5th birthday.

Independent Living & Advocacy Hubs

ARISE: Located at 635 James Street; call 315-472-3171. As the region's designated Independent Living Center, ARISE offers peer counseling, medical equipment loans, housing advocacy, and the ARISE Ramp Program to install wheelchair ramps for eligible homeowners.

Arc of Onondaga: Located at 600 S. Wilbur Avenue; call 315-476-7441. This agency provides person-centered services for individuals with developmental disabilities, including residential programs, day habilitation, and employment training through Arc Onondaga Career Services.

Transportation & Mobility Assistance

Centro Call-A-Bus: Call 315-442-3434 to apply or schedule rides. This is a paratransit service providing ride-share transportation for individuals whose disabilities prevent them from using regular fixed-route buses. Riders must complete an eligibility application available through Centro Paratransit Services.

E-ZPass Onondaga County: Eligible individuals with permanent physical disabilities that severely impact mobility can apply for New York State's fee-exempt E-ZPass program for toll reductions.

Employment & Vocational Training

ACCES: Located at 333 E. Washington Street, Room 230; call 315-428-4138. The Adult Career and Continuing Education Services-Vocational Rehabilitation program helps individuals with disabilities overcome barriers to employment. They fund job coaching, tuition assistance, and workplace accommodations through the NYS Education Department ACCES-VR.

Onondaga County Adult Protective Services (APS): Call 315-435-2815 to report concerns or secure case management for vulnerable adults with physical or mental impairments who need protection from harm.

Onondaga County Office for Aging

This is the primary agency to contact for long-term care options, HIICAP health insurance counseling, Home Energy Assistance (HEAP), and the Neighborhood Advisor outreach program.

Food & Social Connection

Salvation Army Senior Services: Call 315-479-1125. They provide free breakfast and lunch on weekdays for eligible seniors, alongside case managers who help fill out Medicaid, Medicare, and SNAP applications.

Westcott Community Center: Located at 826 Euclid Ave; call 315-478-8634. They host comprehensive older adult programming including community meals, fitness activities, and pharmacy or grocery transport.

Home Delivered Meals: Reach out to the county’s Nutrition Services via the Onondaga County Aging Services Page to get connected with local Meals on Wheels programs.

In-Home Care & Medical Support

EISEP Home Care: The Expanded In-Home Services for the Elderly Program offers non-medical home care, case management, and respite care on a sliding fee scale. Call the county office at 315-435-2362 to complete an assessment.

PACE CNY: Call 1-877-454-6463 or visit PACE CNY. They coordinate on-site medical care, medication management, physical therapy, and free transport to and from their day centers for eligible elders.

Alzheimer's Association CNY Chapter: Located at 5015 Campuswood Drive in East Syracuse; features a 24-hour helpline at 1-800-272-3900 for memory care support and caregiving advice.
